Radio hobbists that enjoy tinkering with sending pictures on internationally assigned frequencies. Your digital / analogue TV receiver may also pick up the amateur radio 70cm band so you may see all sorts of odd stuff. There are tens of thousands of licensed Australian radio operators and hundreds of them have TV transmitters that operate in amateur radio bands.
